Angela delights in bringing hope and peace to the lives of others. She honors God first and foremost in all that she says and does, for He is truly the Alpha and Omega in her life! Angela lives, serves, gives, and believes that to "see a change, she must continue to be the change."  She often quotes her mantra: "Where she lives is where she works. Where she works is where she worships. Where she worships is where she serves. Where she serves is how she lives." Angela has been and continues to be an Agent for Change in her Community! BIOGRAPHY

Wherever she is, Angela O. Hobbs-Spencer is an advocate for change. A native of Texas, Angela H. Spencer has served several communities in Texas and Maryland in various community outreach and support areas. While residing in Texas, Angela was very active with her local NAACP branch, Big Brothers and Big Sisters, Top Teens of America, Optimist International, and her local assembly of worship, Goodwill Missionary Baptist Church in Lufkin, Texas. She served on the usher board, youth ministry, pianist, and choir there. Angela received her formal education from Sam Houston State University in Huntsville, Texas. In 1989, after graduating from Lufkin High School in 1986, she gained her Bachelor of Arts degree in Criminology and Corrections. Immediately, Angela began her journey in this field of work. In Lufkin, Texas, she worked with Angelina County Juvenile Probation as their Volunteer Coordinator in Probation and with the Angelina County Adult Probation Department as their WIPP Coordinator (Work Incentive Preparedness Program). In 1990, she relocated to Houston, Texas, after she secured employment with Harris County Community Supervision and Corrections. There, she worked as a Texas Adult Probation Agent from 1990-1994.
 
Angela has given her life fully to helping others through Ministry, volunteerism, advocacy, career, and service. Having worked in the field of Criminal Justice for over thirty years, she is an advocate for justice for all who suffer disparities of all kinds. She recently retired from, after twenty-seven years of dedicated employment, the Frederick County Government, Frederick County Sheriff's Office Correction Bureau, as the PREA and REEntry Coordinator for the Frederick County Adult Detention Center.   In this work, Angela gave back to the community by preparing people who are incarcerated for successful re-entry into the community by helping them find employment, training, education, and resources for life beyond bars. Her network of associates and friends makes her well-prepared to accomplish any task. Additionally, she shares important perspectives about what she has learned and believes in a second chance and overcoming barriers.

In July of 2022, Angela relocated to her home state of Texas to continue her life and community service journey. She has sought to meet local officials and learn of the programs and needs of the community where she can support and serve. Since she arrived in Texas, she has sought out many opportunities to serve, including participating in the local Alzheimer's Walk and Nacogdoches Senior Expo, and she reignited a program for senior citizens in her church. This program, known as SSI, The Seasoned Saints Initiative, provides communication and outreach to "homebound" or "elderly." By calling or visiting older people weekly, it reminds them that they matter and that they are loved. Angela has volunteered with the community outreach program founded by the late Dr. Betty Kennedy, who aided in providing food boxes for those in need during the holidays. She also served as the Volunteer Coordinator for Heart to Heart Hospice in Lufkin and Nacogdoches. As the Volunteer Coordinator, she worked with residents in the community who desire to help those in need with their medical challenges. Heart to Heart seeks to provide support with compassion, dignity, and respect. These are character traits of Angela. She  also secured a position with Common Spirit, CHI St. Luke's Hospital, and serves as a volunteer Chaplain in their Spiritual Care Program.

Weekly, Angela volunteers her time to help those in need. She continued her quest to become a Board-Certified Chaplain with the College of Pastoral Supervision and Psychotherapy. CPSP is the highest standard in Clinical Chaplaincy and Clinical Pastoral Training. Angela had planned to achieve this goal in the Fall of 2023. However, she completed all the designated criteria and received board certification in May 2023. Angela is a Board-Certified Clinical Chaplain and Pastoral Counselor through the CPSP training program. She has assisted with counseling and care for clients, including serving as an officiate for those who have transitioned. During June 2023, she was also featured in the CHI St. Luke's Memorial Hospital newsletter, highlighting her role as a volunteer Board Certified Clinical Chaplain.
 
In May 2023, Angela was officially accepted as a candidate and participant in the Angelina County Leadership Lufkin 2023-2024 Class. She learned a plethora of information about this community and the State of Texas. Only twenty-five people were chosen to participate in this premier program. She completed the Leadership Lufkin Class 41 program. The information gathered during this journey has been an asset to her growth and knowledge of this community and state. She was also appointed to serve as the National Day of Prayer Coordinator for this region through the State of Texas.  She (as a participant of LIMA) coordinated the National Day of Prayer service in Lufkin.
 
In June of 2023, Angela was awarded the Lifetime Achievement Award by UNESCO Center for Peace Juneteenth Award Recipients. The United Nations Educational Scientific Cultural Organization recognized the many contributions Angela has bestowed upon the community where she resided for twenty-seven years. This recognition included letters from senators and government leaders, a signed letter from President Biden (POTUS), and the Presidential Medal of Honor. This prestigious honor was received with humility and love. Angela recognizes the roles of those who have served our nation and continue serving in various capacities. She has worked to ensure that all veterans in this community are honored during the Wreaths Across America salute in December.

SERVICE IN MARYLAND

Angela works to end Domestic Violence and believes in empowering others. As the former co-chair of the Frederick County Domestic Violence Task Force, she was very instrumental in initiating the White Ribbon campaign and the "Walk A Mile in Her Shoes" program. Seemingly tireless, she also founded the organization "The Faith Striders," which focuses on public health, cancer awareness, support, education, and fundraising.   Since its formation, the organization has raised monies to support many causes in various communities. The group of over fifty residents of Frederick County that she leads continues to help those in need. Annually, they host educational presentations and worship celebrations and advocate for needy people.

Organizations that have benefited from her leadership and volunteerism include the Baltimore-Washington Conference United Methodist Church, Frederick District Youth Council, Big Brothers and Big Sisters, Rural Maryland Council, the Frederick County Domestic Violence Task Force and the Fair Housing Commission,  The Asian American Center of Frederick, The Frederick County Health Department Ethics Commission, FIIP,  The Frederick County Cancer Coalition and the Frederick County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. Angela served as chair of the Frederick County Human Relations Commission, where they work to end discriminatory practices so that the rights of the individual are protected. Angela also enjoys event coordination and has mastered the art of project management and event coordination. Through her personal business of Creative Expressions by Angela, she reminds her clients that "For event planning at its best, there is NEVER a need to stress….For God Has Already Blessed!"  Angela never meets a stranger and enjoys socialization and hospitality-centered events.​

Angela served as the Worship Director and music Coordinator for Jackson Chapel United Methodist Church for twenty years under the leadership of Pastor Rex R Bowens Sr.  Angela is known in the community as the choir director for the re-known "Voices of Unity" contemporary Gospel Choir. She  believes in being a true worshipper. She always gives God her best and worships in spirit and truth through singing, teaching, and sharing the Gospel with all. In fact, in 2012, she and the Voices of Unity were invited to the White House to sing during the holidays during the tenure of President Barack Obama. Though her primary role was serving in the music ministry, Angela has volunteered in youth, women's, hospitality, and community outreach. She was the Coordinator of Music and Arts for Trinity United Methodist Church. She coordinated worship services there and leads nine groups within the music and arts ministry. While serving at Trinity UMC, Angela engaged in community outreach, feeding the homeless residents who reside at her church, community engagement, and women's studies.
 
Excellence is non-negotiable, and she has consistently performed at a high level in every task, gaining respect, recognition, and awards. She seeks constant knowledge and improvement to continue giving to others, and she is one of the inaugural students in the Frederick Regional Health System Lay Health Educator Program.   Angela represented the Frederick District during the U.S. Health Forum hosted in Houston, Texas, as a Baltimore Washington Conference United Methodist Church representative. Angela has received many awards and citations. In 2014, she received the Woman of Excellence Leadership Award presented by The Frederick County Commission for Women.” 
 
Angela received the 2015 Dr. Dorothy I. Height Physical and Mental Health Leadership Award, presented by the Frederick County Alumnae Chapter of Delta Sigma Theta Sorority Incorporated, the 2015 Kingdom Builders Award presented by Treasures of the Heart Ministries and the 2015 Maryland Correctional Police Training Commission Instructor of the Year award. In 2016, she received the Citizens Award from Frederick City Police and the Hall of Fame Award from the Frederick County Human Relations Commission. Ms. Spencer completed Wesley Theological Seminary during the Winter of 2017 and obtained her Minister of Health Certification. Ms. Spencer completed this program and obtained this certification as well. In 2017, Angela received several honors and awards to include, Frederick County Sheriff's Office Outstanding Performance Award, the Maryland Correctional Administrators Association Community Services Award (for inclusive, diverse, and relational involvement), Treasures of the Heart Worship Center Kingdom Builders Community Service Award and the Top 100 Women in Maryland Award hosted by the Daily Record.
 
Though Angela is humbled by the recognition she has received for her tireless service and community engagement, she will tell you that "she serves to be the change that she desires to see." She often says, "Leaders must lead by example and not be afraid to get in the trenches to accomplish tasks."
 
As many organizations had to limit or discontinue community engagement due to Covid 19, Angela used this challenge to help others. In March 2020, when the world was devastated by this pandemic, she set out to impact her community. Under the mission of the Faith Striders, Angela took to the streets. Daily, she would go to different stores and retailers in the community and purchase disinfectant and personal protective items for people in the community. She would create care packages and give them to seniors in the community, those with health challenges, those with limited finances, people experiencing homelessness, and those serving as first responders. Weekly, she would deliver packages to the employees at her local post office, senior housing facility, and neighbors in her community. Angela would even ship items out of state to elderly family members in California and Texas who needed items. She believed that to get through the pandemic, we must support each other in any way we can. To support her local community, Angela  coordinated a "sock drive" for people experiencing homelessness. This event entitled, "Socks for your Soles" collected over 2000 pairs of socks for people experiencing homelessness. This event engaged the community, called for the people to unite to help others, and reminded all that even during a pandemic, we can still come together and impact our community positively. She funds these endeavors on her own without the financial assistance of others. Angela received the State of Maryland Governor's Award (Harriet Tubman Trail Blazer Award) for these efforts in 2022. She continues to make strides in the community for change.
 
Angela served on several boards in the Frederick community. She worked to lead by example, serve others in need, and positively impact the community. She served as an advocate for public health, public speaker, philanthropist, minority female entrepreneur, Certified Life Coach for the Diabetes Prevention Program, a council member on the Frederick County Board of Ethics, the Frederick County Cancer Coalition Team, Families Impacted by Incarceration Program, the Faith Striders and a proud member of Frederick County Alumnae Chapter of Delta Sigma Theta Sorority Inc.  Angela worked with a local non-profit agency (where she volunteered for over fifteen years) and the local hospital as the Covid 19 Vaccine Program Coordinator. She worked daily to coordinate community vaccine clinics to help eradicate Covid 19. Her personal mantra states that she works to "educate, vaccinate and soon we will mitigate." The program she coordinated with community stakeholders helped in many ways. This program alone vaccinated more than 4000 people in a six-month period.
 
Angela loves music and the creativity associated with the arts. Sharing her gift of music, she sung for many County and City programs, the National Correctional Employees Week Memorial in Washington DC/Montgomery County and Frederick, Md., the Frederick Keys opening, 9/11 and Patriotic events, graduations, Frederick County Public Schools Martin Luther King Jr. awards programs, She enjoys singing and leading others in the presence of the Lord. A true worshipper who is not ashamed to proclaim His name! She is known for her mantra of being "Empowered for Excellence and Destined to be the Difference."  Angela was also a Chaplain with the Spiritual Care Department of Frederick Health Hospital. She served the patient, the staff, and the public with their spiritual care needs there.
